Virginia Governor Bob McDonnell has submitted an amendment to a bill that would not allow health insurance providers to pay for abortion coverage under the new health insurance exchanges being required under the Affordable Care Act, FOX5 reports.

The amendment allows exceptions in cases of rape, incest or danger to a woman’s life.

“[It’s] deeply disappointing that the governor of Virginia would seek to deny health care and strip away coverage that already exists,” President of Planned Parenthood Metropolitan DC told FOX5. She says it would adversely affect small businesses and low-income women.

Anti-abortion rights advocates are pleased with the action. Spokeswoman Mallory Quigley of Susan B. Anthony List says his action is consistent with what 20 other states have already moved to do.
