Rowan Co. man escapes handcuffs, climbs fence at magistrate’s office

ROWAN COUNTY, N.C. — A man escaped his handcuffs and climbed a fence at the Rowan County magistrate’s office Wednesday morning.

Jameel Kenneth Stephens-Maddox, 21, was arrested around 10:30 a.m. for seven outstanding criminal papers. Deputies responded to a home on Longview Avenue in Salisbury when Maddox escaped and led officers on a short chase.

Deputies were able to apprehend Stephens-Maddox minutes later.

The suspect was transported to the Rowan County Magistrate’s Office where deputies obtained an additional warrant for arrest for resist, obstruct and delay after having to chase the suspect.

Stephens-Maddox was handcuffed to a metal bar in the prisoner holding area, but was able to work his hand out of the handcuffs. The suspect left the building, jumped a razor wire fence and fled the area.

Officers began searching for the Maddox-Stephens, but he has not yet been found.
