A pastor in St. Louis is proposing a toy gun buy-back program to help get guns out of homes and "curb violence."

According to a report on Fox2now.com, the pastor says the buy-back could end "our culture of violence."

The report says 108 people were shot to death in St. Louis in 2012. The police chief says people need "to do something to keep guns away from criminals."
