WINSTON-SALEM, N.C. — When plans for BB&T Ballpark were finally approved, discussions about development around the stadium included publicly promised dreams of movie theaters, shops, upscale apartments and restaurants. The developer behind the ballpark owns 30 acres in the area, including properties on all three blocks near the stadium.
Initially, city officials required that the developer, Brookstown Development Partners, supply the city with a master plan for how the land around the ballpark would develop.
The city required that a master plan include building locations, land uses and parking areas for all of the land that Brookstown owned around the stadium and that the plan be submitted and approved before any additional development started.
No such plan has been submitted to city officials.
But last week, the Winston-Salem/Forsyth County Planning Board unanimously approved Brookstown Development Partners’ plans for a 200-unit apartment complex across the street from the stadium. City documents describing the plan mention the master plan requirement, but city planners agreed, at Brookstown’s request, to allow construction on the apartment complex to move forward without a master plan for how the rest of Brookstown’s land will look.
