Email records show Cascades Grandview owed over $12k to city

GREENSBORO, N.C. -- During the height of the problems at the Cascades Grandview apartment complex, just one day after tenants were thrown out, city employees considered turning the water off as well.

According to more than 600 emails released by the city, employees tried to figure out what to do with the problematic apartment complex. A lot of the emails are around the time when Duke Energy turned off the power because of an overdue electric bill.

"The Cascade apartment situation is definitely a different one, and it's unusual for us," said Steve Drew, Water Resources Director.

Email records show the apartment building owed more than $12,500 for water usage, but city staff decided against turning the water off.

The city's attorney, S. Mujeeb Shah-Khan wrote in an email that turning off the water would just cause even more problems for tenants.

"Bizarre thing is if we cut off the water - it would suddenly become unfit for human habitation. We, of course, don't want to create the problem," said Shah-Khan.

Drew says that's why staff ultimately decided to work with the owners, because dozens of people living in the building didn't deserve to have the water turned off too.

"The water resources department is famously known for working with people and we don't just go and pull someone's meter just because something popped up on the computer screen and said, delinquent, remove meter," said Drew.

Now the city is talking to the apartment complex's new owners and Drew feels confident they'll get the bill paid.

In addition to paying over due bills, the new owners promised the city to install a new air conditioning unit, drain the pool, and get a 3rd party vendor to pay the taxes and utilities by September 1st.
