President Trump Monday will unveil his administration’s first National Security Strategy, outlining four threats and the objectives for countering them.

Ahead of the speech, National Security Advisor H.R. McMaster outlined four key tenets of the strategy: protect the homeland, advance U.S. prosperity internationally, ensure peace through strength, and advance U.S. influence abroad.

Among the biggest threats to the U.S.: China and Russia, who McMaster says undermine international order and stability, and ignore rule of law. The security chief also cited “rogue regimes,” including North Korea and Iran, who support terror and pursue weapons of mass destruction; and “transnational terrorist organizations” including radical Islamist groups who constantly seek new ways to attack the U.S.

The U.S. can’t serve as a force for stability in the world, says McMaster, if not economically secure, suggesting re-negotiations of trade deals will be a major facet of the national security strategy.
