11-year-old, 11 pets taken from SC home with ‘horrendous conditions’

COLUMBIA, S.C. — Police removed an 11-year-old girl and 11 pets out of a couple’s home after discovering they were living in “horrendous conditions.”

Sheriff’s investigators first arrived at the home last Wednesday following an argument between the home’s owner, 44-year-old Paul Howard, and his neighbor. 

Inside, investigators discovered the child, and the animals, who were forced to live in their own feces for several months. One dog lost a limb and had a ruptured eye.

Sheriff’s deputies arrested Howard along with Melanie Howard, also 44. They are charged with unlawful neglect of a child and two counts of felony animal cruelty.
