CHINA — China will slightly relax its decades-long one-child policy, state-run Xinhua News Agency reported Friday.

Couples will be allowed to have two children if one of the parents was an only child, Xinhua reported.

The nation also announced it will abolish labor camps as part of efforts to improve human rights, the state news agency said.

Under the education through labor system, tens of thousands of offenders are imprisoned in China without trial.
