Robert Steadman, charged with assault and battery.

SPARTANBURG, S.C. —A 1-year-old child was hit in the face, bit on the back and buttocks and had both arms and a  leg broken. Now, the toddler’s family is filing a lawsuit against the South Carolina Department of Social Services (DSS), WYFF reported.

Robert Lee Steadman, the boyfriend of the child’s mother, pleaded guilty to felony child abuse and is currently serving a 20-year sentence.

A relative who knew the child was being abused and neglected contacted DSS several times, concerned about the child’s safety.

DSS did not investigate, according to lawyers, and shortly after, Steadman brutally attacked the child.

The child was in the hospital for several days in the intensive care unit. She also tested positive for cocaine.

Lawyers say DSS could have prevented the abuse.
