Inspectors say there were no smoke detectors where body was found in Winston-Salem apartment fire

WINSTON-SALEM, N.C. — City housing inspectors didn’t examine a two-story brick garage apartment or the house it is behind in the West End neighborhood before a July 9 fire damaged the apartment, a city official said Tuesday.

The body of Matthew Jason Facteau, 38, was found after the fire heavily damaged the apartment at 614-A West End Blvd., the Winston-Salem Fire Department said. Facteau was a tenant in the apartment.

The apartment and the house at 614 West End Blvd. are owned by D. Elwood “Woody” Clinard Jr.

Bruce Bailiff, a city housing inspector supervisor, said that neither the apartment nor the house had been inspected before the fire caused more than $19,000 in damage to the apartment.
