Rowan Co. man who escaped handcuffs, climbed fence at magistrate’s office captured

ROWAN COUNTY, N.C. — The man who escaped handcuffs at the Rowan County Magistrate’s Office in July has been captured in Mecklenburg County.

Jameel Stephens-Maddox’s wrists were hooked behind his back with metal handcuffs but somehow he got free on July 9.

WSOC reported that police officers and SWAT team members responded to a home on Sharview Circle in southwest Charlotte after learning Stephens-Maddox was there.

Back in July, Stephens-Maddox was handcuffed to a metal bar in the prisoner holding area, but was able to work his hand out of the handcuffs. The suspect left the building, jumped a razor wire fence and fled the area.

Deputies say they arrested him earlier that day on warrants of assault on a woman and weapons charges.
