Copeland said when residents had Hatcher cornered, she begin banging the backpack against a tree resulting in the puppy’s death.

Deputies arrived and Hatcher put up a fight before being taken into custody.

Hatcher was charged with obstruction, felony cruelty to animals and theft by taking and granted a $12,000 bond.

Copeland said there is concern regarding the woman’s mental stability and said his office will be notifying the district attorney’s office with their concerns.
